A former high-ranking official from the George H.W. Bush administration has made a shocking claim that’s sparking both curiosity and skepticism. Catherine Austin Fitts, who once served as Assistant Secretary of Housing and Urban Development, recently alleged that the United States government has constructed a vast, secret underground world. According to her, this hidden network was designed not for the average citizen but to safeguard the wealthiest members of society from what she describes as a looming “near extinction event.”
Her accusations, shared during an interview with Tucker Carlson on his podcast, seem almost too incredible to believe—like something pulled straight from a science fiction novel. But Fitts insists the evidence is real, and her credibility as a former public official and seasoned financial expert adds weight to the conversation.
Fitts explained that her investigation into these claims began years ago, driven by a desire to locate an astronomical \$21 trillion in unaccounted-for federal spending. This amount, she says, was tied to irregularities in the budgets of both the Department of Defense and the Department of Housing and Urban Development. Her concern was initially triggered by a 2017 report from Michigan State University economist Mark Skidmore. According to that report, the U.S. Army alone had reported \$6.5 trillion in “unsupported adjustments”—a euphemism for untraceable spending—in the fiscal year 2015. To put that into perspective, the Army’s actual budget that year was only \$122 billion, which means those adjustments were 54 times greater than what Congress had authorized.
Typically, budget discrepancies in public agencies are small and manageable. However, the scale of these unsupported adjustments was unprecedented. As Forbes noted, such vast and unexplained expenditures should deeply concern every American taxpayer. Determined to uncover the truth, Fitts—who had previously worked as an investment banker—teamed up with Skidmore and began digging, metaphorically and literally, into where this money might have gone.
What they uncovered, or believe they did, is staggering. Fitts now claims that the missing trillions were funneled into what are known as “black budget” projects—classified government operations shielded from public oversight. These funds, she suggests, were used to construct enormous subterranean complexes—essentially entire underground cities. According to Fitts, these secret facilities are equipped with their own infrastructure, energy sources, and technological systems. She believes they were built with the intention of surviving a global catastrophe, possibly one that could threaten human existence.
In her discussion with Carlson, Fitts described an expansive network of underground bases and transportation systems that crisscross the country and, allegedly, even extend beneath the ocean floor. “One thing I’ve looked at is the underground base, city infrastructure, and transportation system that’s been built,” she said. Carlson, stunned by her statement, asked her to clarify. She continued, “We have built an extraordinary number of underground bases and, supposedly, transportation systems. Some of these are documented as part of the national security infrastructure. I think there are many more, not just in the United States but around the world.”
She went on to claim that approximately 170 of these bases exist beneath the U.S., connected by an advanced transportation network. Fitts suggested that similar systems might also lie hidden beneath oceans near the American coastline. What’s more, she stated that these secret bunkers are powered by “breakthrough energy” technologies—an assertion that opens the door to even more speculation about suppressed science and innovation.
What purpose do these hidden underground sanctuaries serve? According to Fitts, they were not built to serve the general population. Instead, they are allegedly designed to shelter the ultra-wealthy elite in the event of a global crisis. “It wasn’t an accident,” she insisted. “It was a decision. A decision to strip the country of its assets, hollow out its communities, and leave ordinary Americans to deal with the wreckage.”
That’s a powerful and disturbing accusation. If true, it would mean that public resources have been quietly redirected over the decades—not to strengthen national infrastructure or improve public welfare, but to build a kind of elite insurance policy, hidden beneath our feet. Fitts’ allegations suggest a form of systemic betrayal, where the working class foots the bill for a secret safety net reserved only for the rich and powerful.
Despite how outrageous these claims may sound, Fitts is not an obscure figure peddling conspiracy theories without basis. Her financial background, her service in a presidential administration, and her detailed analysis of federal budgets give her statements a level of credibility that makes them hard to ignore. Still, it’s important to note that no physical proof of these underground cities or bunkers has been made publicly available, and the government has not acknowledged the existence of such facilities on the scale she describes.
What makes her story compelling is the pattern of secrecy and financial mismanagement that many Americans already suspect exists in Washington. The idea of black budgets and classified projects is not new. What is new—and deeply unsettling—is the notion that these funds may have been used to create entire hidden worlds, out of reach and off-limits to the very people who unknowingly financed them through their taxes.
